Despite plans to complete construction on a limited number of housing units, the Mehr Project has failed to provide adequate accommodation for even a small number of families. The project, which was launched by President Mahmoud Ahmadinejad in 2007 as part of an initiative to tackle the country’s housing shortage, was halted by the Rouhani administration in 2013 with the proviso that a certain number of units already under development would be completed. As these photographs reveal, this huge construction site in Birjand, central Iran, remains an eyesore, and the sections of the project that have been completed fail to provide safe and satisfactory housing.
